Because the search engines and directories are a constantly changing and evolving industry, what is true for submission guidelines this month may change next month. "Hurray up and wait" is a very important concept when submitting your site - some search engines may have you in their database next week, some may take 8 weeks, others can take much longer (Yahoo, for example, is a directory service and every submission is reviewed and often rewritten and recategorized by an actual person - and you have to pay $199 US for the privilege of even having your site reviewed with no guarantee of actually being listed). While you can also opt for temporary paid listings, they can get expensive and don't necessarily provide high rankings when you stop paying - although they can drive traffic to your site temporarily.
